I was looking at Belong's NBN plans, they've got some offers on now until the 24th of August for new customers -
100GB for $45 a month
500GB for $60 a month
unlimited for $70 a month
You can also choose between a 12 month contract where you'll get the wi-fi modem for free or a month by month plan in which case you'll have to pay $60 for it, but in both cases the installation is free.
Looking at Whistleout, seems like that's the cheapest plan you could get right now without having to pay anything up front - similar plans in the +/- $5 a month price range either have a $200 startup cost or you'll have to commit for double the time (24months).
Other positive features which not all of the other telcos have:

- 24/7 customer support
- No excess usage charges
As for the speed, Belong on the NBN service has download speeds up to 12 Mbps and up to 1 Mbps upload. If you think that's slow, you can pay for Speed Boosts - $10 per month for 25/5 Mbps down/up or get 100/40 speed for an extra $30 per month.
