Well you can use a little trick to end up with 2 fully licenced OS's here Nod, order with Vista Business then "downgrade" to XP Pro for free and you end up with both the OS fully usable.

See this Microsoft page for full details.

So the machine would come with both installed?? Partitioned hard drives I assume
But you don't get the discs??

All you really need is the license keys to make it fully legit...

No, you order with Vista business or Ultimate and that gives you the rights to change your OS yourself to XP Pro. You need to contact your machine supplier (dell) and ask for the XP disc or supply it yourself. No need for a product key yet so even a copy of a mates disc will do for the install of XP.
Once installed call Microsofts activation line and they will, once they establish that you have the rights to Business or Ultimate, activate your XP install.

In the future if Vista is required back on the machine, just reinstall using the dell disc and it will still be licenced.

Partitioning the hard drive and using a boot manager to have both OS's on at the same time is not allowed in the terms but thats up to the individual...

Read the microsoft page I linked to for full details.
