    I think you can safely assume that all the devices listed are network and provider locked. Still, the prices are pretty keen. 1GB of pre-paid 3G data for $24 is keen - doublely so when a modem is included.

    Many phones can be unlocked with entering a simple code. I used one once on a previous phone I had and it worked. Easiest way to find out more is to google "unlock" and the phone brand and model and you'll get heaps of websites that may help. Some you pay for the code and some are free. I personally find the ones listed on forums (which are also free) are usually reliable as people respond to whether they work or not. See if the phone you want can be unlocked easily first though. :)

    I would be purchasing with the expectation that it would be the case. Apparently in the "good old days" most handsets were only network locked. However, given that pretty much everything can be net+provider locked these days, I would be expecting that CJ's would purchase the devices they sell locked so.

    CJ's web site states that pre-paid devices can be unlocked for free six months after service activation, or for a $70 fee beforehand.
